This notice is a Combined Synopsis/Solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-25-2261224 and the solicitation is issued as a Request for Quotes (RFQ).
This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-3 January 17, 2025.
The North American Industry Classification System (NAICS) code for this procurement is 325414, Biological Product (except Diagnostic) Manufacturing, with a size standard of 1,250 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside.
Project Description:
The NIH, NIAID, LIR, has a current requirement for 10X Genomics reagents. The required supplies being requested consist of 10X Genomics reagent kits that are needed to determine profile transcriptome of multiple subsets of lymphocytes in people living with HIV who are enrolled in three ongoing clinical trials initiated prior to January 20, 2025. The trials aim to study the pathogenesis of B and T cells and to suppress and eliminate HIV reservoirs and plasma viremia in patients receiving infusions of anti-HIV antibodies and anti-CD4 antibodies. The development of anti-HIV antibodies capable of eliminating persistent HIV reservoirs and reducing plasma viremia could revolutionize HIV treatment, potentially leading to an HIV cure. This could save millions of dollars spent on antiretroviral drugs for infected patients and advance therapeutic interventions aimed at reducing HIV transmission and disease progression. The reagents will be used to examine the transcriptional activities in several subsets of lymphocytes in the clinical specimens of the study participants in these ongoing protocols. If we do not receive these items, the data collected from our work, along with a significant amount of taxpayer funding, could be wasted. Furthermore, we will be unable to analyze the data and complete our work and clinical trials.
