Sources Sought for Environmental Laboratory Services for Lower Colorado Basin Regional Offices and Lower Colorado Dams Office
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This Sources Sought notice is being issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a requirement and will not pay for any information or administrative costs incurred in response to this notice.
The Department of the Interior, Bureau of Reclamation, Lower Colorado Basin Regional Office and the Lower Colorado Dams Office has a requirement for a contractor to provide environmental analytical laboratory services to ensure compliance with federal and state environmental regulatory compliance requirements. Environmental analytical laboratory services shall include analysis of environmental media to include solids, liquids, air, and semisolids. Attached is a DRAFT Statement of Work (SOW). The government is seeking responsible sources having capabilities to perform the services.
This acquisition when announced, will be issued under North American Industry Classification System (NAICS) Code 541380, Testing Laboratories and Services with a Small Business Size Standard of $19.0 million. If an offeror feels that there is a more suitable NAICS Code classification for this item, please indicate when submitting your capability package.
Capability Statements:
This Sources Sought synopsis affords interested parties an avenue to provide feedback for this requirement via capability statements. This is optional and participation will not affect a party¿s ability to provide a proposal if a solicitation does result from this requirement. Interested parties are requested to provide capability statements that specifically address the capacity and capability to provide the requirements in the Statement of Work. The statements shall provide administrative information to include the following:
- Business Name, mailing address, phone number, fax number, and point of contact to include e-mail address and telephone number
- Business type and size (for the applicable NAICS)
- UEI number.
These statements should specifically address the following:
1. Provide a summary of your technical capability to meet the SOW requirements.
2. Please identify any/all existing contract vehicles your company is prime contract holder under for which these services could be ordered from (i.e. GSA FSS, OASIS, NASA SEWP).
3. Please identify your company's core competencies and experience directly relevant to the activities associated with environmental consulting/remediation services. Submit a list of comparable support services that your company provided within the last two years for government agencies. Include customer points of contact (POCs) for each effort, including their name, official title, address, phone number, and e-mail address.
4. Provide an overview of your company's business management, project management, and management assurance systems.
5. If you contemplate a partnership arrangement, please explain how that would enhance your ability to meet each of the technical requirements of the statement of work. Identify the team composition and what competencies each member would deliver.
SUBMISSION DEADLINES:
The capability statement must be submitted via email to LRBell@usbr.gov no later than Friday, May 23, 2025 at 2:00 p.m. (Pacific). The capability statement shall not exceed 5 pages in length. All questions or suggestions regarding this Sources Sought will be emailed LRBell@usbr.gov .

All information submitted will be considered procurement sensitive, becomes Government property, and will not be returned. Information which the respondent considers Proprietary Information pursuant to existing laws and regulations must be marked accordingly [see FAR 3.104-1 (3) & (4)]. NO CLASSIFIED INFORMATION shall be submitted in response to this Notice.
