The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement for a multiple award Tug Services Blanket Purchase Agreement (BPA) as described in the attached BPA Statement of Work (SOW) and BPA Terms and Conditions. The objective of this BPA is to provide towing services to the SBRF, General Anchorage #26, located in Benicia, California, to accomplish intra-fleet ship moves within the anchorage, mooring maintenance by adjusting or deploying anchors and chains to/from ships, and the movement of barges around the anchorage.
The BPA will be broken down into two (2) distinct multiple award pools:
- Pool One (1): Tug Boats - 3000+ horsepower (HP) or greater tug boats are required for ship moves and mooring maintenance
- Pool Two (2): Push Boats – 1000+ horsepower (HP) push boat-type tugs are required to move barges around the anchorage
Pool 1 will be Unrestricted and Pool 2 will be set-aside for small businesses.
The 2 BPA pools will be evaluated separately. Quoters do not need to submit a response for both pools in order to be considered for award.

RFQ Amendment 1: The purpose of this amendment is to post the Questions and Answers (Q&As).
RFQ Amendment 2: The purpose this amendment is to extend the quote due date to May 28, 2025 at 1:00 PM (PT) and post the second set of Q&As.
