Specifications include, but are not limited to:The STATE is soliciting proposals for an integrated, statewide voting system. The winning vendor will deliver the system in the fall of 2017 and provide for training of state and county officials. The system will be used for the 2018 election cycle. The STATE is seeking to purchase approximately 425 precinct count optical scan tabulators, 425 assistive ballot marking devices, 4 high speed central count tabulators (large counties) and 35 mid-range central count tabulators (medium sized and vote-by-mail counties) to be distributed throughout the fifty-three (53) counties in the state. All polling locations within North Dakota will have one precinct count optical scan device and approximately one assistive ballot marking device. The quantities of required items are specifically subject to change due to potential changes in eligible voters, precincts, polling locations and the allowance for mail voting. The solution must also contain all software necessary to import ballot data, layout ballots, print ballots (including sample ballots), provide ballot on demand, tabulate results and export results for integration with the ND VOICES election night reporting application. All equipment, software and peripherals will be delivered to a central warehouse, provided by the vendor, in the Bismarck/Mandan area for acceptance testing. The Vendor will coordinate and support the STATE's acceptance test. As each county's allocated equipment, software and peripherals are successfully passed out of acceptance testing, they will be delivered by the vendor to the county. The vendor will then be responsible for installation and setup at each county in their respective County Auditor's premises. The vendor will conduct Train-the-Trainer sessions in up to eight (8) locations geographically disbursed across the state. Each session will be attended by up to 15 participants. Locations are subject to change, but current expectations are the following: Bismarck, Devils Lake, Dickinson, Fargo, Grand Forks, Jamestown, Minot and Williston. Training should cover all aspects of the voting system (except for election programming) required for operations before, during and after election dates. Each county that has deployed a voting system will have the ability to select optional license and support costs, such as election programming, training, maintenance and support, as offered by the Vendor. The STATE will hold the contract; however, any county interested in purchasing additional services and hardware allowed under the contract will complete a Participating Addendum (PA) – see sample in Attachment 11). Vendors are invited to include as an added value option a buy-back of the current voting system. This system is comprised of 588 ES&S M100 devices, 590 ES&S AutoMARK devices and 4 ES&S central count M650 devices (refer to North Dakota County Information - Attachment 6 for the breakdown by county). The STATE does not offer any warranty or guaranty as to the condition of these devices. The vendor also must assume all costs for packing and shipping. If a solution is offered with a buy-back, the STATE reserves the right to determine if the buy-back is in the best interest of the STATE.
