DESCRIPTION OF WORK
1.1. Objectives. All work shall comply with State, Local and Federal laws and regulations, industry and
construction codes and standards, manufacturer's specifications and recommendations, and all contract special
provisions, terms and conditions. The Contractor shall be responsible for obtaining all required licenses and
permits to perform construction work on a Federal installation, and be properly bonded and insured in
accordance with Federal Acquisition Regulation (FAR) requirements. The intent of the contract is to provide for
the construction and completion of the work described. The precise details of performing the work are not
stipulated except as considered essential for the successful completion of the work. The Contractor shall furnish
all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to
the contract. The purpose of this project is to extended sewer service to Building 90140. This project consists of
the installation of a new 6-inch diameter pvc sewer service line and a new 48- inch diameter concrete service
manhole.
1.2. Period of Performance. After contract award, the Contracting Officer will issue a Preconstruction
Authorization. The Preconstruction Authorization is for Administrative and Pre- construction Activities (i.e., preconstruction
tasks including coordination with any Government office or the Contracting Officer Representative
for example bonds, submittals in accordance with (IAW) Section 2.13.3.2, traffic control plans, digging permits,
utility outage requests, oral presentations, approvals for safety plans, and schedules). Preconstruction
Authorization is limited to 30 days and non-construction activities. After the first 30 days (Preconstruction
Authorization), the Contracting Officer will issue Construction Notice to Proceed (NTP). Construction NTP
authorizes the contractor to begin actual construction or physical work on the project. All work shall be
completed according to the awarded contract period of performance of no later than 60 calendar days after
Construction NTP is issued by the Contracting Officer (KO).
The Contractor shall not commence work unless authorized by the Contracting Officer (KO). All technical
questions shall be addressed to the Contracting Officer's Representative (COR) for resolution and clarification.
Barring any contingencies that arise during construction, the Government requires the construction project to be
completed within 60 calendar days. Note: The total POP, including Preconstruction Authorization and
Construction NTP shall not exceed 90 calendar days.
1.3. Place of Performance. The work is located at northwest side building 90140 on White Sands Missile Range
(WSMR), New Mexico in Otero County. The project site is located approximately 20 miles east of the Main
Cantonment.
