Specifications include, but are not limited to: data collection for the North Dakota Behavioral Risk Factor Surveillance System to be collected in accordance with protocols established by the Centers for Disease Control and Prevention. The Contractor will conduct landline and cell phone interviews of the ND BRFSS. The Contractor is expected to be fully responsible and competent in survey procedures including changes implemented by CDC, adjusting survey methodology to efficiently over-sample local areas designated by the State, securing the appropriate sample through CDC, programming and testing the survey in a CATI system, hiring and training interviewers, monitoring interviewer performance, completing data collection according to protocol, maintaining high response rates, cleaning the data, and delivering the BRFSS on time to CDC and the State. In addition, the Contractor will be asked to be responsive to State needs and CDC needs including potential mid-year changes (example: addition of H1N1 Influenza modules in 2009-2010). All data collection must be done with absolute courtesy and consideration of respondent sensitivities. The Contractor will be required to consult with the State regarding concerns about problematic question content, procedural problems, or validity issues as needed to ensure the integrity and value of the data. In brief, the Contractor is required to provide seamless data collection of high quality, delivering a complete and clean product on time each month in a manner which protects the rights of respondents and preserves the political viability of the survey. The Contractor may also be requested by the State to complete point-in-time surveys; although limitations of the Contractor to meet short term surge needs are understood, flexibility to meet state needs will be considered in proposal competitiveness.
