This is a Request for Information (RFI) or an informal notice for Sources Sought¹ surveying and seeking the market for potential contractors to perform the work outlined herein and capable of providing a conceivable firm-fixed price. This RFI does not constitute an Invitation for Bid, Request for Quote, or a Request for Proposal, nor should it be considered as a commitment on the part of the Government. The information received will not obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this RFI.
Further, the information collected because of this RFI directly supports this agency’s market research and will be exclusively used to help guide the acquisition strategy of this requirement; therefore, contractors are encouraged to participate in the attached survey (found on page 3) and provide the data corresponding with this Sources Sought. Once more, this notice is seeking information on contractors capable of providing services herein.

Overview of the Requirement.
The requirement is subject to change. This overview is intended to provide information as we survey the market; therefore, upon reviewing the requirement, if your business is capable, please complete the Contractor Capability Survey (page 3):
Overview. The requirement is a non-personal services effort providing professional medical services as Subject Matter Experts (SMEs) to the Aerospace medical standards program at Joint Base San Antonio (JBSA), Randolph Air Force Base, TX.
The services include medical related expertise specific to the perspective programs supporting the Government agency since it functions as the Department of the Air Force (DAF) medical certification and waiver authority conducting occupational suitability risk assessments and analysis for all individuals applying for enlistment, commissioning, flight training, and other AF special operational duty accession programs; including the United States Air Force Academy (USAFA), Air Force Reserve Officer Training Center (ROTC), United States Medical Enlisted Processing Centers (MEPS), Air Force Reserves, Air National Guard, and DoD Medical Evaluation Review Board (DoD MERB).
Requirements. The services include an estimate of three (3) SMEs: Aerospace Medical Technicians (Flight & Operational Medical Technicians); (1) SME: Aerospace Medicine Specialist Physician (Flight Surgeon); and (1) SME: Clinical Psychologist (Mental Health Provider). The SMEs will support the Government agency by performing services that include medical standards consultation, specifically in the areas of military service, data inputs and updates to an exclusive government provided database on medical certification, waivers, and cases of attrition from training, secondary to medical issues and standards. The contractor shall provide the personnel, management, transportation, and quality control. Again, each SME has a different level of experience that will be outlined in the final PWS; however, for the sake of this survey, it will give potentially interested contractors an idea of the requirement.

Capability statements should include the small business size, capabilities, and location. Responses must be complete and sufficiently detailed with their qualifications to perform the work.

This RFI does not commit the Government to enter into any contractual agreement, nor will the Government pay for any information requested hereunder. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this research.
The Government shall incur no obligations or liabilities to anyone for any costs or expenses incurred by responding to this RFI; to include the obligation to acknowledge receipt or provide feedback to the respondents. Not responding to this request does not preclude participation in any future RFQ. The information provided in this RFI is subject to change and is not binding. Do not submit any pricing. The Government requests that no proprietary, classified, confidential, or sensitive information be included in the response. NO phone calls and/or request for a solicitation will be accepted or acknowledged and questions will not be accepted. Company brochures are NOT desired.
