Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The U.S. Embassy located in Belgrade, Serbia, intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for Catering Services for the Independence Day Reception. This announcement constitutes the only solicitation. This solicitation is not a small business set-aside. Quotes are being requested under Request for Quotation (RFQ) no. 19RB1025Q0362.
All the terms and conditions, provisions and clauses in RFQ 19RB1025Q0362 apply to this solicitation.
Offerors without an active registration status in www.SAM.gov shall submit a completed Section 5 in the 19RB1025Q0362 RFQ document.
All questions shall be submitted by 5:00PM, UTC+2 Belgrade time on April 25, 2024. The USG is not obligated to answer questions submitted after this time. All reasonable questions submitted by the date listed above will be answered on this web page. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a best value evaluation criterion. The Government intends to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Defense Base Act (DBA) insurance is required for this solicitation. The offeror shall not purchase it until after award, but it must be included in the price the quote. A pre-proposal conference has been scheduled for April 23, 2025, 10:00 am at the Embassy located at Bul. Kneza A. Kradjordjevica 92, Belgrade, Serbia.
Quotations are due by 17:00 local time on Friday, April 30, 2025. No quotations will be accepted after this time. Proposals must be in English, incomplete proposals will not be accepted. All responsible sources may submit a response which, if received on time, shall be considered.
Your quotation must be submitted electronically only, with the subject line “19RB1025Q0362 – Catering Services and your company name” to BLG-Procurement@state.gov in Adobe Acrobat pdf format. Quotes submitted to any other email address will not be considered. Proposals/Quotes must be compiled as a single document with pages numbered 1 of x, 2 of x, etc. If the size of the full document is greater than 25MB, break it into multiple documents smaller than 25MB, name each document as follows: “19RB1025Q0362 – Catering Services and your company name file x of x files” and send your offer in separate e-mails. All responsible sources may submit a response which, if received on time, shall be considered.
