The U.S. Army Corps of Engineers - St. Paul District requires a contractor to supply a replacement A-frame that will be mounted onto a Government-owned barge, and used for hoisting 4,000 lb anchors that are embedded into the bottom of the river. The need for the replacement is urgent. The replacement A-frame needs to be delivered on or before May 30, 2025.
Quotes can either be for Purchase, short term rental (6 months), long term rental (2 or more seasons) lease, or Lease to own. Please include the terms of the lease-to-own, and long term rental if those are chosen.
A-Frame will be installed by the Government, using Government labor. Quote price shall be FOB(D). Government has forklift and crane support available for off-loading.
Offerors will either have to submit a Naval Architectural Analysis (NAA) to ensure that the proposed A-frame will mate with the existing floating platform, OR supply the following information:
- The entire weight of the a-frame. This includes the weight of the winch, winch cable, hydraulic controls, and any power such as generators used in powering a skid mounted type a-frame.
- Load ratings of the a-frame and locations of those loads on the frame.
- A-frame center of gravity.
- Dimensions of the skid mounted a-frame or dimensions of the stationary type a-frame.
- Digital copies of the a-frame dimensions need for the review process.

Submitted offers must include drawings and total weight for the proposed a-frame.
