The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 561612 with size standards of $29.0 million. Note that if VA’s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA’s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127.
Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.

General Requirements:
The National Cemetery Administration (NCA) has a requirement to establish a contract for the National Monument Cemetery of the Pacific, Honolulu, HI for Unarmed Security Guard Services.
The purpose of this requirement is to provide professional and courteous, uniformed, and unarmed Security Guard (Guard 1) services for the National Memorial Cemetery of the Pacific. Services shall be performed in accordance with the Statement of Work, technical specifications, and all terms and conditions contained in this Statement of Work.
The contractor shall provide the management, supervision, manpower, equipment, and supplies necessary to provide the unarmed guard services within the property lines of Federal property as described herein or as directed by the Contracting Officer Representative (COR) as described in the Statement of Work. The Contractor shall be responsible for performing all work under the contract in accordance with all Federal, State, County laws and codes. In addition to compliance with these laws and codes, the Contractor shall follow all applicable standard industry practices.
The Contractor shall provide unarmed guard and vehicle patrol daily, Sunday thru Saturday, 24 hours per day, including all federal holidays, in accordance with the established routes and schedules. The unarmed guard shall be courteous to employees, visitors, and patrons. The unarmed guards shall be required to assist with traffic control during ceremonies and events.
All requirements will be specified in the Statement of Work.
The intent is to establish a Firm-Fixed-Price contract for one base year and four – 1-year options with the Governments discretion to exercise.
The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set aside or full and open competition may be determined. No sub-contracting opportunity is anticipated.
