Naval Air Warfare Center, Aircraft Division (NAWCAD) PMA-209 Air Combat Electronics requires the Non-Developmental Item (NDI) procurement of SATURN-Capable Antenna Interface Units (AIU) and SATURN UHF Tunable Filter Amplifiers (SUTFA) as well as associated support equipment for the purposes of fleet aircraft installs. This PMA-209 requirement for procurement will support aircraft baselined legacy system retrofits for the PMA-290 P-8A Poseidon and PMA-231 E-2D Advanced Hawkeye as well as respective Foreign Military Sales counterparts as needed.

Background
The Second Generation Anti-Jam Tactical Ultra High Frequency Radio NATO (SATURN) is the next generation of Ultra High Frequency (UHF) Electronic Protection Measures (EPM) standard designated to succeed the HAVE QUICK waveform. SATURN is a waveform that resides within the fifth and sixth generation of ARC-210 software defined military radios. These SATURN-capable radios are currently used in conjunction with legacy power amplifying co-site filtering devices that have been rendered obsolete due to the increased frequency hopping rate of the SATURN waveform.
Requirement
The vendor must have specialized knowledge of antenna radio frequency high power amplifier filtering equipment that is operated in military aircrafts, E-2D, P-8A, and their FMS counterparts. The vendor must have a Non-Developmental Item (NDI) that is configured to operate with the ARC-210 Radio to improve receiver sensitivity and co-site performance in multiple fixed-frequency and frequency-hopping modes, including SATURN.
The vendor must have a Non-Developmental Item (NDI) that satisfies the needs of the end user. The end product must interface with the ARC-210 radio and support operations between the 30 MHz and 406 MHz frequencies. The end product must comply with MIL-STD 810, 461, 464, and 704. The vendor must have established or be able to rapidly generate the production capability to build and furnish to the fleet fieldable units to meet existing fleet retrofit schedules.
Submission Requirements
- Does the vendor have specialized production capabilities to build antenna filtering equipment with a high yield (at the least 85 fieldable units per year)? If so, please provide details.
- Does the vendor have previous experience and demonstrable success in building antenna radio frequency filtering equipment for military aircrafts? Please describe this past performance.
- Has the vendor performed an effort of similar scope and production yield? If so, provide details including contract number, contract value, organization supported, and indication of whether the company was a prime or subcontractor, and a brief description of how the referenced contract relates to this effort.
- Explain the resources of the vendor that are currently available to fulfill this capability need.
