This Sources Sought Notice is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Because this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of a solicitation. The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4), is seeking information and potential qualified sources capable of providing Brand Name or Equal Security System. The system will be delivered to the Sussex Vet Center, located at 20653 DuPont Blvd, Suite 1, Georgetown, DE 19947. Introduction Readjustment Counseling Service is seeking a Brand Name or Equal security system to update the installed Security System at the Vet Center. As part of the Vet Center the operational lease, the Lessor shall allow for the security system in the leased space occupied by the Vet Center to be upgraded. Information: The Lessor shall support a level of security which reasonably deters unauthorized entry during regular and non-duty hours. The Government considers a security alarm reasonable. Overall security shall include equipment to deter loitering or disruptive acts in and around the Vet Center. The Vet Center s security system shall remain separate from the general building security. The Lessor shall allow Advanced Security Solutions to upgrade the security system, which will alarm upon illegal entry or loitering in the leased space and to prevent unauthorized entry 24 hours per day, 7 days per week that alarms locally at the site and to a remote monitoring location. Alarm sensors required on all exterior doors and windows. A motion detector will be provided in the waiting rooms and the main corridor. The remote monitoring company shall be in the business full-time, shall be approved by the LCO, with all monitoring costs borne by the VA for the term of the lease. Updates for codes or names are included in the lease and shall be coordinated with the LCO or authorized representative. The Lessor shall allow Advanced Securing Solutions to upgrade the installed Security Camera System providing exterior building perimeter monitoring. The system shall include wall/column-mounted cameras to monitor all entrances, parking lots, and perimeters of the building. The cameras will be low light sensitive and provide color images during daylight hours. The system will include digital recording capability. Warning signs advising the premises are under surveillance twenty-four-hour a day will remain posted. Product Specifications and Quantities: Closed Circuit Television System (CCTV): CCTV system shall support the entry control system, with time lapse video recording. CCTV to allow VA staff to view and communicate remotely with visitors before allowing access to the space. CCTV system shall provide unobstructed coverage of designated pedestrian entrances and exits. Cameras shall be installed at entrances, exits, waiting room and in all the main corridors. CCTV system testing and acceptance shall be conducted by the Government prior to occupancy. EXHIBITS SECURITY: Brand Name or Equal. Lessors to provided independent network switch, IP address. Security Camera. AXIS P3245-V Network Camera, Streamlined and versatile HDTV 1080p fixed dome. GENERAL INFORMATION AND REQUIREMENTS: The installation shall occur and be completed Monday-Friday between the hours of 8:00 AM-4:30 PM. All work shall be completed within 30 calendar days after receipt of Notice to Proceed. Labor hours and design/specifications must be included in bid quote but be listed as separate line items. Lessor shall provide the equipment and materials. Upon completion of the drawings, payment can be released. Installation shall be coordinated with COR. Deliveries must be scheduled through the COR before installation. Any damage to the Vet Center facility incurred through the process must be repaired within 30 days at the vendor s expense.
