The U.S. Army Contracting Command - Rock Island, on behalf of the Project Lead Joint Ammunition and Weapons Systems, intends to award a sole-source firm-fixed price contract to General Dynamics - Ordnance and Tactical Systems (GD-OTS), Lincoln, NE, for FY25-27 requirements for the BLU-129/B Case Assembly (empty), hereafter referred to as BLU-129/B case:

This proposed sole-source contract is under the authority of 10 United States Code 2304(a)(3), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. As implemented by FAR 6.302-3(a)(2)(i), full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. Furthermore, as described in FAR 6.302-3(b)(1)(i), full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to keep vital facilities or suppliers in business or make them available in the event of a national emergency.
This procurement will be restricted to GD-OTS to ensure the continued viability of the only domestic contractor’s facility that has recently produced this critical component in case of a national emergency. Further, GD-OTS has successfully developed the expertise necessary to provide the BLU-129/B case, in the time required to meet the USAF demand.
The resulting contract will be a three-year Indefinite Delivery Indefinite Quantity contract. The guaranteed minimum quantity is 200 each BLU-129/B cases. The contract will also contain First Article Test requirements.
This notice of intent is not a request for competitive proposals as this solicitation is restricted to GD-OTS, Lincoln, NE. All responsible sources may submit a capability statement via email to Mr. Nick Brown, Contract Specialist, at nicholas.j.brown91.civ@mail.mil. The Agency will consider any such submission. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
