The Federal Bureau of Prisons (FBOP), Metropolitan Detention Center located at 80 29th Street, in Brooklyn, NY intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to perform maintenance and startup to three York Paraflow chillers. The work is to be completed no later than April 24, 2025.
It is the intent of this solicitation to obtain a contractor to provide maintenance for (3) three York Paraflow Chillers:

1. Serial # 11521G19810891
2. Serial # 11521C19810893
3. Serial # 11521C19810892
The contractor shall provide all the following services below.

• Remove condenser and absorber head (one side only for each)
• Remove crossover pipe
• Mechanically brush each tube in the condenser and absorber barrels
• Reinstall condenser head with new gasket
• Reinstall absorber head with new gasket
• Reinstall crossover pipe
• Provide and install new flange gasket
• Provide burner services on all 3 machines
• Confirm proper operations

PLACE OF PERFORMANCE
The location hereinafter referred as "MDC Brooklyn" shall refer to performance at both locations: 80 29th Street, Brooklyn, NY 11232.

SCHEDULE
All work will be performed between 6:30 AM - 4:00 PM. The anticipated period of performance begins on the date of the award and to be completed no later than April 24, 2025.

EVALUATION FACTORS
Evaluation factors are past performance and lowest price. Best value determination method will be used to make awards. The government will award to the responsible contractor whose quote is conforming to the solicitation to include every detail of work.

5. Review and comply with the attached Service Contract Act WD #2015-4187 for appropriate wage determinations.
"The Davis-Bacon and Related Acts, apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works. Davis-Bacon Act and Related Act contractors and subcontractors must pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area. The Davis-Bacon Act directs the Department of Labor to determine such locally prevailing wage rates. The Davis-Bacon Act applies to contractors and subcontractors performing work on federal or District of Columbia contracts."
