Specifications include, but are not limited to: an evaluation of the condition, serviceability and replacement of existing facilities leading to a long and short range plan including the submission and defense of an application for Certificate of Necessity to the Delaware Department of Education (DOE). A Facility Index Rating shall be established to identify each deficiency and prioritize a phased plan of construction. A draft report shall be presented to CSD and DOE. All comments of CSD and DOE shall be addressed in the final report. Facility evaluation shall include (but not be limited too): Architecture of existing schools Structural evaluation of existing schools Mechanical/plumbing/Electrical evaluation of existing schools Site conditions of existing schools Capacity of existing schools Safety of existing schools Energy efficiency of existing schools Grade Realignment of existing schools.
