Notice of intent to restrict competition for sandblasting, inspection, repair and repainting of a sectional barge.
The Albany Field Office, New York District, Army Corps of Engineers (USACE), is hereby issuing a Notice of Intent to solicit a contract for sandblasting, inspection, repair, and repainting of a sectional barge. This notice serves to inform the public of the government’s intent to solicit this work under other than full and open competition.
Scope of Work and Barge Specifications: The work to be performed under this contract includes sandblasting, visual inspection, leak testing, welding repair, and repainting of a Poseidon P2-5 Sectional Barge currently located at the Lock and Dam in Troy, NY.
The Poseidon P2-5 is a model number P2-5 Portable sectional barge, consisting of 16 sections:

Barge sections must be transported to and from the contractor’s facility by truck.
The SSPC QP 1 Painting certified contractor will be required to follow manufacturer’s specifications, industry standards, and the Army Corps of Engineers’ guidelines to complete all necessary repairs and repainting. The contract duration will not exceed 60 calendar days from the Notice to Proceed.
200 Mile Restriction for Performance of Work: The performance of this work will be restricted to contractors within a 200-mile radius of the Albany Field Office, located at 1 Bond Street, Troy, NY 12180.
Any vendor wishing to propose an alternative source must provide a copy of all relevant data demonstrating the alternative source satisfies the above requirements, by the required due date and time, to Orlando Nieves at: Orlando.Nieves@usace.army.mil
