1. The purpose for this amendment is to provide the answers to questions submitted.
2. Questions and Answers:
a) QUESTION: "The Unicus 4I 25 comes standard with “Two (2) ASME code stamped air cylinders installed in an integral rack designed to hold four cylinders”. On the price proposal sheet CLIN 0003 calls out one ASME 6K PSI Cylinder, what is the total number of cylinders desired?"
ANSWER: Two that came with the product and one more additional one to bring the total to 3.
b) QUESTION: "the spec asks for one ASME cylinder. The compressor comes standard with 2. please verify the correct number needed."
ANSWER: See answer at 2(a) above.
3. The proposal due date has changed to 21 January 2025 by or before 1:00 p.m. CST to MacKenzie Boyd at mackenzie.a.boyd.civ@army.mil and Harvetta Taylor at harvetta.r.taylor.civ@army.mil.

AMENDMENT 01
The purpose for this amendment is to include the Product Description as an attachment.

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. The solicitation number is W912L6-24-R-2263 issued as a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-01 dated November 12, 2024. The FAC and FAR are available at https://www.acquisition.gov.
3. This solicitation is a Small Business Set-Aside with the North American Industry Classification System (NAICS) code 333912, Air and Gas Compressor Manufacturing with a size standard of 1,000 Employees and Product and Service Code (PSC) 4240, Safety and Rescue Equipment.
4. The Government will not reimburse any costs incurred or associated with in relation to the preparation of a proposal for this solicitation, W912L6-24-R-2263.
5. It is the Government’s intent to award a Lowest Price Technically Acceptable (LPTA) Firm Fixed Price (FFP) contract for the Breathing Air High Pressure Compressor System without discussion.

7. Contractor shall provide all the described equipment as stated in the Statement of Work (SOW) as an attachment in this solicitation.
8. Delivery and Acceptance will be FOB Destination, per the delivery location stated in the SOW.
9. Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition, to include any addenda to the provision. Provisions and Clauses are attached to include the technical evaluation criteria for award.
10. This requirement is subject to availability of funds.
11. The Offeror is required to have a current and active registration in the System for Award Management (SAM) website, https://sam.gov at the time the proposal is submitted and not in a “pending” status, as well as no exclusions.

It is the Offeror’s responsibility to ensure all questions submitted by email and the proposal documents submitted by email are received in the contracting office by or before the close dates and times stated above respectively.
