This Sources Sought synopsis is for Contractor Engineering and Technical Services (CETS) during the period of 1 January 2026 and 31 December 2030. CETS provides training and technical support to operational U.S. Air Force, Army, Navy and Coast Guard units. In particular, CETS personnel provide expertise and technical guidance on the most complex and intricate technical issues related to the aircraft, systems, subsystems, and equipment identified below. The Government invites interested sources to identify additional platforms not listed below that may require CETS during the time period identified above.
As a result of this Sources Sought synopsis and general market research, the Government may issue numerous sole-source and/or competitive Requests for Proposal based upon the type of aircraft, systems, subsystems, and equipment to be supported. The Government intends to award any resulting contracts between September 2025 or December 2030. The aircraft, systems, subsystems, and equipment requiring CETS support during the stated time period may include, but are not limited to, the following:

This notice is not a Request for Proposals. There is no solicitation document available. Sources interested in prime and subcontracting opportunities should provide capability statements. Interested sources may submit a capability statement, no later than 9 December 2024. Additionally, sources aware of systems not previously mentioned in the list above, but that have knowledge of systems which require or will require CETS support during the stated time period, are requested to provide a capability statement and information identifying the platform(s). Capability statements must include total number of employees, professional qualification of personnel specifically qualified in the CETS areas outlined, whether a large or small business with respect to size standard identified below, and if a small business or other, include whether an 8(a) business, HUBZone, etc. Sources should also include, if applicable, information supporting any unique capability to provide services for specific aircrafts.
A determination by the Government not to compete these proposed requirements based upon responses to this notice is solely at the discretion of the Government. Security clearances may be required for the resulting contracts. Telephone statements will not be accepted.
