This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in FAR 12.6 as supplemented with additional information included in this notice. This
announcement constitutes the only solicitation and a separate written solicitation will not be
issued. This solicitation number is 75N94024Q00202 and is issued as a Request for Quotation (RFQ).
The solicitation/contract will include all applicable provisions and clauses in effect through
Federal Acquisition Circular 2024-05. The North American Industry Classification (NAICS) Code is
334516 and the business size standard is 1000e. However, this solicitation is set aside for total
small business. This acquisition is being conducted using Simplified Acquisition Procedures in
accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human
Development (NICHD) have a requirement for a vendor who can provide the following new Nanion
Technologies products and all services:
1. Orbit Mini
Complete lipid bilayer recording station including a four-channel amplifier – Qty (1) EA

3. Orbit Mini, OPTO Kit – Qty (1) EA
4. Orbit Mini, On-site Installation and Training Setup of Orbit mini and Basic Training by Nanion
Application Scientist, including:- One Day On-site – and Travel Expenses within Europe/North
America - Qty (1) EA
5. Orbit Mini Service Plan Service Plan for Orbit mini including support and training :1 year
service period, including:- One in-factory periodic maintenance per year for Orbit mini- Free
replacement of amplifier (if applicable)- Turnaround time of two weeks- Free spare parts and
firmware updates- Complementary remote technical support- discount on hands-on training – Qty (1)

6. Packaging and Transport of Orbit Mini - Transport and Insurance included – Qty (1) EA
This unique instrument MECA 4 OPTO allows combining two entirely different techniques –
electrophysiology and optical imaging – in one setup. This state-of-the-art technology enables
simultaneous optical and electrical recording on ion channels reconstituted into planar lipid
membranes, thus allowing to obtain unique experimental data on ion channel-drug interaction that
otherwise inaccessible by using either electrophysiology or optical approach separately. The Nanion
is the only company that produce such device for the simultaneous recording ion channels
reconstituted into planar lipid membranes and observe them optically under the
microscope. There is no other company that produces similar instrument.
The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror
Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause
52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial
Items -Evaluation Procedures: The Government will award a procurement resulting from this
solicitation to the responsible offeror whose offer, conforming to the solicitation, based on
lowest price and technically acceptable. FAR Clause 52.212-4, Contract Terms and Conditions –
Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or
Executive Orders – Commercial Items – Deviation for Simplified Acquisitions applies to this
acquisition. Note to vendor: The vendor must provide a completed copy of FAR 52.204-24,
"Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"
and FAR Clause 52.225-2 Buy American Act. The offeror must include their Unique Entity ID (UEI),
the Taxpayer Identification Number (TIN) and the certification of business size. The clauses are
