Specifications include, but are not limited to:1 General: Lamar State College Port Arthur is requesting proposals for qualified, licensed, HVAC contractors to provide preventative maintenance and repair services to all College-owned buildings. The Contractor will provide HVAC diagnostics and repairs for buildings on an as-needed basis during the contract period. Work will generally be limited to small jobs. Extended or larger jobs may be bid out at LSCPA’s discretion. Contractor shall provide all tools, parts, and equipment. 5.2 Definitions of Terms: 5.2.1 The term “Owner” refers to Lamar State College Port Arthur (LSCPA) 5.2.2 The term “Contractor” refers to the person, partnership, corporation, or agency that will perform the landscape maintenance tasks as outlined in these specifications. 5.3. Applicable Laws, Codes and Standards: The Contractor shall, throughout the course of this work, comply with all rules, ordinances, regulations, etc. set forth by agencies having jurisdiction, which apply to the work site, the contractor, and/or his/her employees. 5.4. Respondent Qualifications: The Respondent shall: 5.4.1 Be a company engaged in the business of providing commercial HVAC preventative maintenance & repair services for a minimum of five (5) years. In lieu of the five year requirement, a firm whose principals have been in management position in an HVAC firm for five (5) years may be considered. 5.4.2 Be a company with relevant experience, qualifications and success in providing services at a college or other governmental entity. 5.4.3 Have an established team of individuals with HVAC maintenance expertise and provide the necessary skill sets to perform all aspects of the HVAC maintenance and repair services. 5.4.4 Be in good financial standing, not in any form of bankruptcy, current in payment of all taxes and fees such as state franchise fees. 5.4.5 Any other factors relevant to company’s capacity and willingness to fulfill the needs of College. 5.4.6 Have an office located in Jefferson County or surrounding counties (Highway District 20). 5.4.6 Be proficient in use and knowledge of Direct Digital Controls (DDC) (i.e. Energy Management Systems). LSCPA retains the right to request additional proof of qualifications from contractors(s) during the duration of this contract as required by the nature of the project as well as tour selected projects and interview the owner/agents representing these projects to determine qualifications. 5.5 The College reserves the right to negotiate a mutually agreeable “lump sum” or “not-to-exceed” work order for any additional work activity or service that is in keeping with the general intent of the HVAC Preventative Maintenance & Repair Services contract, but is not specifically mentioned in the scope of work. 5.6 Contractor’s Duties and Responsibilities The Contractor shall provide at his/her own risk all labor, licensing, materials, equipment, tools, supplies, insurance, transportation, hauling, dumping, etc. needed to perform the required services outlined in this RFP on the College’s campus.
