Description of Work: The Gila National Forest, Quemado Ranger District has a requirement for restoration and construction of Dry Blue UTV Trail 61. Work consists of rerouting select sections of Trail 61 along Dry Blue Creek to remove unnecessary crossings and trail in the stream/riparian corridor. This includes decommissioning of a similar length of trail. Stabilize low-water crossings on Dry Blue Creek by recontouring and hardening bank approaches. Remove select existing low-water crossings on Dry Blue Creek. Reconstruct and revegetate the channel banks at these crossings. Develop low-water crossings at new locations to cross Dry Blue Creek and its tributaries that will reduce bank instability and provide safe OHV travel across the stream.
Location: Trail 61/Dry Blue Creek is located on the Quemado Ranger District of the Gila National
Forest, Catron County, New Mexico. The beginning of the OHV trail starts at the end of
Dry Blue Rd, at Latitude 33.76102, Longitude -108.977486 and the first site is located at
Latitude 33.761590, Longitude-108.997619. It is located approximately 4 miles SW of
Luna, New Mexico and 160 miles SW of Albuquerque, New Mexico.
Basis for Award: The Government Anticipates awarding a Firm Fixed-Price Contract using RFP Best Value-Tradeoffs: Award will be made to the offer that meets or exceeds the requirements contained herein. This process permits tradeoffs among price and non-price technical factors and allows the Government to accept other than the lowest priced quote. The government will evaluate quotes based on the technical evaluation factors specified in this solicitation. The evaluation factors other than cost or price, when combined, are more important than cost or price. The Price reasonableness will be determined by using competitive solicitation process.
Site Visit: Contractors will need to bring a UTV or ATV to access site.
