The Government requires an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Third Party Tobacco Retail Inspection Services with the following objectives:
- Conduct inspections of retailers that sell and advertise any regulated tobacco products to determine compliance with the Tobacco Control Act and submit inspection results to FDA.
- Collect, document, and preserve evidence of inspections and investigations.
- Support FDA in any enforcement or judicial actions, including coordinating the drafting and execution of declarations by the inspectors, arranging for their testimony if necessary, and furnishing evidence and narrative reports by the Inspectors and Underage Purchasers who participated in inspections.
- Respond to inquiries by FDA concerning inspections, data, and other information associated with this program.
The Contractor shall assist FDA in implementing the provisions of the FD&C Act as amended by the Tobacco Control Act, and other applicable statutory and regulatory provisions applicable to retailers during the term of this IDIQ.
