Joint Base Elmendorf Richardson (JBER) has a requirement for Solid Waste management performed to the standards in the performance work statement as well as all local, state, and federal regulations. This service requirement is anticipated to consist of a period of performance for one (1) base year starting 1 October 2025 through 30 September 2026, and four (4) one year option periods with a 6-month extension available by the authority FAR 52.217-8, Option to Extend Services.

The purpose of this sources sought notice is to assist the 673d Contracting Squadron’s market research efforts to determine the presence of interested sources capable of performing Integrated Solid Waste Management Services (ISWM) as described in Attachment 1 – Draft Performance Work Statement (PWS).
ISWM Services on JBER are currently being provided by an 8(a) program contractor under a seven (7) year (base + six (6) option years) firm-fixed price contract which expires on 30 September 2025.
The North American Classification System (NAICS) code will likely be 562111 “Solid Waste Collection” with a size standard of $47M. The product service code will likely be S205 “Housekeeping- Trash/Garbage Collection”.
Interested and capable sources are invited to provide:
1. Company name and point of contact information
2. Identification of socio-economic status/business size under the applicable NAICS code
3. Information demonstrating the company’s ability to perform these services
4. Examples of recent and relevant contracts with a brief description
5. Industry feedback and/or constructive comments concerning Attachment 1 – Draft Performance Work
Statement (PWS) are highly encouraged
Please consider the following when making your response and try to limit your response to 10 pages or less.
a. After reviewing the attached Performance Work Statement (PWS) do you find any information to be difficult to understand? Are there any areas which could be made clearer? Is there anything which is outside of industry standards?
b. What are your standard commercial practices for pricing, quality control, terms and conditions relevant to this requirement?Please feel free to provide a copy of your terms and conditions for this type of work.
c. What new and innovative commercial practices could you provide under this contract
d. Does your company have the vehicles and equipment to perform these services?
e. Does your company provide these services or do you subcontract the work? Which requirements would be subcontracted?
f. Statement of your intention to submit a bid for this requirement as a Prime contractor if a solicitation is issued:
g. A statement as to whether your company is domestically or foreign owned or controlled (if foreign, please indicate the country), and whether use of any foreign national employees are contemplated on this effort:
h. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided:
i. Discuss your company’s experience in managing/preventing unauthorized/ unintended waste disposal from the point of container to appropriate managing authority/agency.
j. Discuss your company’s capability to respond to various requirements to change/ remove/modify containers within a 24 hour period and provide for many instances within that period?
k. Describe the method your company will use to provide feedback and recommendations that meets decreasing of Municipal Solid Waste containers or increasing of Recyclable containers.
l. Discuss how you will be able to provide weekly or monthly reports to the Government.
m. Does your company have any questions or feedback about the contents of the PWS?
