Purpose: Ft Harrison, MT VAMC | Licensed Environmental Engineer Develop SPCC Prevention Plan This is a Sources Sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NAICS 541330- Commercial and Institutional Building Construction Contractors (size standard of $25.5 M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this synopsis, a solicitation announcement may be published. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. At this time, proprietary information is not being requested. Respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Construction Contract. BACKGROUND: The Fort Harrison VA Health Care System requires the services of a qualified licensed environmental engineer to develop Spill Prevention, Control, and Countermeasure (SPCC) to help facilities prevent a discharge of oil into navigable waters or adjoining shorelines that is dangerous to public health and the environment. TASK AND REQUIREMENTS: SPCC must meet the requirements of 40 CRF Part 112 to include procedures, spill response, contact numbers, regional maps, and spill response resources. Review of the current SPCC Plan. Site visit to Fort Harrison VA Health Care System to tour components of the facility relating to the SPCC Plan. Work with Fort Harrison VA personnel familiar with SPCC Plan and requirements. Development draft plan and maps/figures for VA approval. Revisions to plan based on VA approval. Review and certify final SPCC Plan. Provide hardcopy of SPCC plan. A final digital copy will be provided to the VA. Must train oil handling to VA personnel in operation of SPCC plan. Contractor Requirements: Licensed Professional Engineer. LIMITATIONS OF SUBCONTRACTING: The Limitations of Subcontracting may or may not apply to a resulting solicitation from this Market Research. Vendors are advised to familiarize themselves with Federal Acquisition Regulation parts 19.505(a)(2) and 19.505(b)(1) as it pertains to subcontracting limitations. Vendors are also advised to familiarize themselves with 13 CFR 125.6 and the penalties described in this regulation.
