NPS seeks Firm-Fixed Price (ITEMIZED) for REQUISITE TASKS:
1. Haul Out the vessel, blocking, launching and demurrage
2) Bottom paint (surface prep and 2-coats each of primer and antifouling paint
3) Replace transfer pump on/off switch
4) Replace throw rings (bow & stern) and add 30' throw lines on each spool
5) Check all float switches & bilge alarm float switches and if needed replace like-in-kind
6) Replace anodes on hull; new anodes Government-furnish material
7) Replace seals (port & starboard) engine room hatches
8) Replace all hydraulic hoses (port & starboard) jet drives
9) Replace anodes on both jet drives; new anodes Government-furnish material
10) Recertify fire suppression system and report
11) Recertify life raft
12) Update flare kits
13) Update first aid kit
14) Replace green navigation light bulb (port side)
15) Replace float switch (bilge pump number 1)
16) Remove fuel line (retain for NPS) and install new 1 ½" x 40' fuel line with like-in-kind fittings
PERIOD OF PERFORMANCE: 45 Days after Award (NPS will deliver vessel to boatyard with 7 days post-award)
GEOGRAPHIC AREA OF CONSIDERATION: Vendors with boatyard within 25 nautical miles of Government Boat Dock in Ocean Springs, MS.
BASIS OF AWARD: Responsive, low-price offer. Government may award ALL, SOME or NONE tasks based upon PARK NEED and BUDGET for this project.
Offer Submission: Submit signed and dated SF 1449 or business letterhead IAW provision 52.212-1 Instructions to Offerors. Method of transmission: via email: andre_ward@nps.gov. All quotations or offers timely received will be considered.
Evaluation of quotations: The Government will evaluate quotations based only on price and past performance. Evaluation of other factors, such as past performance-
(i) Does not require the creation or existence of a formal data base; and
(ii) May be based on one or more of the following:
(A) The contracting officer's knowledge of and previous experience with the supply or service being acquired;
(B) Customer surveys, and past performance questionnaire replies;
(C) The Governmentwide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov; or
(D) Any other reasonable basis.
Where an evaluation is based only on price and past performance, an award decision will be made based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer.
All or none qualifications: The Government reserves the right to award all, some or none of priced items; unless the CONTRACTOR otherwise specify "all or none" qualifications in quote or offer.
