IAW FAR 19.502-2 this is a Sources Sought Notice to assist in the determination of Small Business interest and capability to fulfill this requirement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought announcement. The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Acquisition and Grants is requesting information from qualified sources; the results of this announcement will be evaluated to determine if there are small businesses capable of fulfilling this requirement.
Background:
NOAA Fisheries Northeast Fisheries Science Center (NEFSC) has a requirement for repairs to existing parking lot(s) that includes, but is not limited to, filling cracks in the existing parking lots, seal coat, and restriping parking lines. This includes the main parking area that is approximately 2,340 square yards and a separate lot that is approximately 600 square yards. (See Appendix 2 as attached to this notice for aerial view of description).
The place of performance will be in Narragnasett, Rhode Island.
Task 1 – RUBBERIZED CRACK FILLER
- Contractor shall air clean cracks to provide adequate bonding surface
- Crack filler shall be heated to trade standard prior to filling cracks
- Contractor shall fill structural cracks over ¼ inch wide and up to 1 inch wide
- Crack filler shall meet Federal Spec SS-S-1401, with reinforced fibers
- Cracks should be filled to within ¼ inch below surface after cooling
- Dust cracks with black beauty sand or equivalent as needed
Task 2 – HEAVY DUTY PAVEMENT SEALER
- Contractor shall thoroughly clean the parking lot surface with a power sweeper or blower prior to laying sealant.
- Contractor shall provide sealer such as Tarconite, Gem Seal or equivalent
- Contract shall add approximately 4- 6 pounds of sand per 1 gallon of sealer.
- Approximately one gallon of sealer at .20 gallons per square yard shall be applied to parking lot
- Two percent FSA additive shall be add per one gallon of sealer
Task 3- CLEAN AND RESTRIPE PARKING LOT
- Contractor shall ensure the parking lot is dust and dirt free prior to re-striping.
- Parking lot measurements are the responsibility of the contractor. Parking spaces and layout should be similar as prior lay out (this includes both parking lots).
- One handicap Space should be painted/labeled in the same space as the previous layout. All lines shall be based on the trade standard/codes as far as size and ADA requirements.
- Contractor shall Paint No Parking in front of Hazardous Waste building.
Interested parties may submit a brief capability statement, no more than three (3) single-sided pages, demonstrating how they are capable of meeting this requirement. Capability statements should include the following: (1) Name of business. (2) Contact information (address, telephone, e-mail, website address) (3) North American Industry Classification System (NAICS) , Business size and classification e.g., Small business, 8(a), HUBZone, Small Disadvantaged business, Small Disadvantaged Veteran Owned business, and Women Owned small business; or Large Business. (4) Technical description of ability to meet the requirement.
