The information received will be used within the Mississippi Army National Guard (MSARNG) to facilitate the decision‐making process and will not be disclosed outside of the agency. The Sources Sought Synopsis is one facet in the overall market research conducted by the Government regarding whether the proposed solicitation will be issued as a competitive set‐aside. No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow‐up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of this market research.
The Mississippi Army National Guard State Surgeon's Office (SSO) has the primary responsibility to develop, manage, and execute all medical readiness. Individual Medical Readiness (IMR) and Fully Medically Ready (FMR) are the basic principles of force sustainment for MSARNG forces. The Mississippi Army National Guard is seeking U.S. Small Business Administration (SBA) acknowledged small businesses including SBA certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Small Disadvantaged Businesses, Women‐Owned Small Businesses, and/or Service‐Disabled Veteran‐Owned Small Businesses. Medical Screenings shall be conducted in accordance with the DoD‐PHA guidance set forth by AR 40‐501, AR 40‐502, DA PAM 40‐502, and the DoD‐PHA Fact Sheet, DoD 1322.24, 6490.03.
The Contractor shall furnish all personnel, equipment, tools, materials, supervision, and quality control necessary to provide a wide range of annual screening services to include, general medical, audiology health, and dental services and administration. Contractor shall be responsible for their personnel to be experienced, qualified, and capable in their respective in their functional areas. Contractor shall also be responsible for reporting of Periodic Health Assessment (PHA) support and Soldier Readiness Processing (SRP) in support of Service Members as directed by the Performance Work Statement (pending) of services provided and follow up appointments as needed. Success of these services is to ensure medical readiness of all MSARNG Service Members.
The USPFO for Mississippi ultimately intends to award a Firm Fixed Price (FFP) Indefinite Delivery‐ Indefinite Quantity (IDIQ) contract for medical services; Task Orders issued under the proposed medical services contract will be performed at various government facilities within the State of Mississippi. It is anticipated the awarded contract will have a five (5) year ordering period. The Mississippi National Guard seeks to find sufficient small businesses to meet the requirement. The projected North American Industry Classification System (NAICS) code is 621112 ‐ Offices of Physicians, Mental Health Specialists with a Small Business Side Standard of $13.5 million and a PSC Code of Q201 – Medical‐General Health Care, but could possibly change based on the market responses to this sources sought notice.
