This posting is strictly a Sources Sought Notice (SSN) regarding M4/M4A1 Carbines on behalf of Project Manager Soldier Lethality (PM SL).
The Army Contracting Command – New Jersey, in support of PM SL, is conducting a market survey to identify potential interested sources for the manufacture and delivery of M4/M4A1 Carbines. The M4/M4A1 Carbines are compact, lightweight weapons that fire NATO 5.56mm ammunition from a 30-round magazine. The weapons are compatible with the latest generation of fire control accessories and enablers, and provide increased protection and firepower in close quarters. The M4A1 configuration (when compared to the M4) consists of a slightly heavier barrel, to increase both durability in an extended fire fight and a sustained rate of fire, and a full auto trigger mechanism assembly with a more consistent trigger pull to improve Soldier interface/ergonomics and increase lethality. A Technical Data Sales and Patent License Agreement exists between Colt Defense, LLC and the US Government. No access to the Technical Data Package (TDP) will be provided as part of this survey.
The Government is contemplating an increase to the ceiling value of Contract W15QKN-19-D-0116. The contract Period of Performance ends 18 September 2024. The purpose of this notice, which is being issued to support the Government’s market research, is to identify industry’s interest to meet and fulfill the Government’s requirements. Production capacity requirements include 350 rifles per day, with a surge capacity of 1,500. ISO 9001:2015 registration is required. Production and delivery is required in accordance with the TDP, Quality Assurance Provisions, MIL-STD-71186 (M4A1), and MIL-STD-70599 (M4).
This SSN does not constitute a Request for Proposal (RFP). This notice shall not be construed as an obligation or commitment of the Government. All information in response to this SSN shall be submitted at no cost to the Government. The Government will utilize information provided for planning purposes only.
This SSN will close on 23 January 2024, at 1600 Eastern Time. Any questions shall be submitted in writing to the identified Points of Contact. Telephone inquiries and responses will not be accepted.
