Approximately 440 total cubic yards of polluted soils currently at Drying Bed #6 and the Asbestos Monofill need to be
transported for treatment and/or final disposal by June 15th, 2024, in accordance with federal and state environmental
regulations.
The contractor shall provide:
1. Heavy equipment, personnel, and other materials necessary for proper loading of polluted soils for transport in accordance
with state and federal regulations. Specifically, an Alaska Department of Environmental Conservation (ADEC) approved
“Contaminated Media Transport and Treatment or Disposal Approval Form” is required for regulatory approval. The contractor
shall provide the completed form to the Eielson Environmental Office (CEIE) prior to transport. The contractor shall transport the
polluted soil off the installation for treatment and/or final disposal in accordance with state and federal regulations.
2. If polluted soils are treated prior to final disposal, treatment methods should be sufficient to treat PFOS, PFOA, and metal
exceedances identified from analytical data in accordance with state and federal regulations. The contractor shall provide
sample test results after treatment to CEIE.
3. The contractor shall notify CEIE when final disposal has been completed. Final disposal shall be completed no later than June
15th, 2024.
