Specifications include, but are not limited to:. All components listed in this section are mandatory. 1. 24 hour/7 day Quitline a. The vendor should have the capacity (qualified personnel, facilities and equipment) to provide a telephone cessation “Quit line” for Delaware residents atleast 18 years of age. The Quitline will use the current toll free number that is in existence. The Quitline will be available 24 hours a day/7 days a week. The successful bidder will coordinate vendor activities in order to have a seamless transition of the current services. Quitline services must remain in operation with no break in service and be available September 1, 2016. Callers will be offered several options to include: Cessation counseling over the phone – at minimum please specify: 1) Average length of counseling 2) Content of sessions 3) Cessation materials available 4) Protocols for target populations, i.e. disparate, mental health conditions, low socio-economic status, pregnant smokers, other tobacco users (smokeless, electronic nicotine device users etc.) 5) Information for proxy callers, i.e. wife calling for husband 6) Total hours of operation per week 7) Daily and weekly schedule
