CCM is located at White Sands Missile Range (WSMR), New Mexico. CCM operates under Department of Defense Issuance (DoDI) 5129.47. CCM directs, coordinates, supports, and conducts independent CM)/counter-countermeasure (counter-CM) T&E activities for domestic and foreign EO, IR, and RF, directed energy weapon systems, sub-systems, sensors, and related components. CCM supports T&E, develops test tools, and test methodologies. CCM provides test resources for all Services and customers.
CCM developed a suite of state-of-the-art test equipment, all of which are fully transportable, to support test activities at various locations CONUS and OCONUS. Below is a partial list of CCM’s highly specialized test equipment/systems that are currently in inventory:

In addition to the above equipment, anticipated new mission requirements include but are not limited to Unmanned Aerial Vehicles/Systems, hypersonic, Space EW systems, and surrogate missile research, development and testing. CCM is constantly developing new test equipment and upgrading and improving existing equipment to meet T&E requirements.
The objective of this IDIQ contract is to provide CCM with the capability to award Task Orders to obtain required professional, technical, and subject matter expertise and administrative services and support for projects, systems and capabilities supported by CCM. The contractor shall provide CCM with support in the following areas to include but not limited to technical, engineering, programming, design, integration, logistics, research, development, strategic planning, SMEs, program management, and/or clerical support for CCM’s highly specialized test support and equipment.
Services performed by the Contractor shall be in response to specific Government-approved Task Orders. Each Task Order will specify the work requirements, performance criteria, quality control requirements, and deliverables as appropriate. The contractor may need to utilize subcontractors and specific expertise to support CCM in the performance of each Task Order.
