This is a combined synopsis/solicitation for the supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.
The solicitation number is 70Z035-22-Q-000014 and is issued as a Request for Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06.
Department of Labor Wage Rates for services are included in this order and are applicable.

Purpose:
This proposed contract action is intended to provide sampling required to support US Coast Guard Base Kodiak’s implementation of the Base’s Soda Ash system.
Background:
A sampling and monitoring plan is established to assess the effectiveness of the modified soda ash mixing and delivery system recently installed and commissioned for the United States Coast Guard (USCG) at Base Kodiak. The plan will utilize samples collected from a combination of existing coupon stations, housing, locations near the end of distribution piping, and the municipal wastewater treatment plant (WWTP) to evaluate how the new soda ash system has affected overall drinking water quality and establishing an effective corrosion control treatment for the facility. The monitoring plan assess the effectiveness of the soda ash system in reducing the corrosiveness of the drinking water, preventing lead and copper dissolution from pipes and fittings, and verifying if scaling if occurring.
For Purposes of this contract, the contractor is NOT required to sample or report on the coupon stations addressed in the report.
Statement of Work
Task 1:
Sampling on a monthly basis for a period of 9-months, sample the following locations:
Building 7, Barracks 4, Room 202
Building 7, Barracks 4, Drinking Water Fountain, 2nd Floor
Building N45, Ready Crew Berthing Room 4
Building N45, Ready Crew Berthing, Room 12
Fuel Pier, Far-side
Building 3, Galley Sink
For the following:
• pH
• Temperature
• Residual Chlorine
All location samples will be collected and shipped off-site for:
• Alkalinity
• Lead
• Copper
• Zinc
In addition, end of distribution system samples shall also be analyzed off-site for:
• Total Coliform
Sample protocol
Six to eight hours prior to sampling the faucets will be flushed for a period of 5 minutes, then they shall be sealed and labeled to prevent use of the faucet. After the six to eight hour waiting period, a first draw sample will be taken followed by 5 minutes of flushing, then a second draw will be taken. Two samples for each sample location shall be collected.
For the fuel pier far, there will be a first draw, a second draw after 30 seconds of flushing, and a third draw after 5 minutes of flushing.
Task 2:
The contractor shall provide a monthly report in excel format. The period of performance is November 2023 - November 2024.
