The Naval Air Systems Command (NAVAIR) intends to negotiate and award a new task order under the Basic Ordering Agreement (BOA) N00019-20-G-0007 for the Redesigned for Obsolescence (RO) Hardware in the Loop (HIL) Non-Recurring Engineering (NRE) effort required to complete the RO HIL stations and the associated engineering equipment, to include the Simulation Interface Rack (SIR) environments. The effort includes the purchase of hardware to upgrade the RO HIL stations and system integration, verification and accreditation of the Tomahawk Block IV and Block V configurations. NAVAIR intends to award this effort to Raytheon Company (RTX), P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for interested in subcontracting – Patrick Marchant at (520) 392-0435 or Patrick.J.Marchant@rtx.com). Since 1994, RTX has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. RTX solely possesses the current configuration and manufacturing data for the Tomahawk Block IV and Block V AUR missile, and is the only source capable of performing the required integration and testing. RTX maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block IV and Block V AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV and Block V AUR missile is required to conduct tasking under this contract, RTX is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
