I. Introduction
Battelle Energy Alliance, LLC (BEA), the managing and operating contractor for the Department of Energy’s Idaho National Laboratory (INL) in Idaho Falls, Idaho, is seeking an Expression of Interest (EOI) from industry vendors with the capacity to provide industrial contaminated laundering services throughout INL's Desert Site facilities (approximately 35-70 miles west of Idaho Falls, ID and approximately 10+ miles west of Mud Lake, ID).
II. Services
The requested support services include but are not limited to the following:
Required Services
- Cleaning, decontamination, maintenance, certification, and transportation services for low-level radiologically contaminated laundry and respirators to support INL's operations.
- Barcoding and/or identification tagging of garments
- Weekly inventory reporting (in-and-out going)
- Monthly invoicing
Required Services are those services needed at a minimum to be considered for potential solicitation.
III. Other Requirements
Contaminated industrial laundry services are subject to the provisions of the Service Contract Act for hourly and fringe benefits. Any questions regarding payment of wages and fringe benefits should be referred to the U.S. Department of Labor Office servicing your geographical area. On a quarterly basis, the successful offeror will be required to submit a "Service Contract Act Wage and Health & Welfare Certification" for all associated service eligible personnel, as shown in the attached example that follows:

IV. Submittal Requirements
All submissions to this EOI shall be provided as an attachment in an email message addressed to Chase Egbert (Chase.Egbert@inl.gov) with the subject line “Response to Contaminated Industrial Laundry Services EOI” no later than 5:00 P.M. (MT) on 11/03/2023.
Official submissions shall include:
- Overview of the company including name, phone number, and e-mail address of a representative who can be contacted regarding this Request for Expression of Interest.
- Descriptions of how the offeror’s ability to fulfill the required services and if any additional, but related, services are available for consideration.
- Description of experience, qualifications, and documented adherence to the Service Contract Act.
The response shall be provided as either PDF or Microsoft Word (.doc/.docx), no more than 4 pages in length, no less than 10-point font, and 1-in margins. Only electronic responses will be accepted. Responses submitted by any other means will not be considered by BEA. Supplemental information may be provided with the official submission but will not be used to verify the offeror’s compliance with the required services and SCA requirements, as that information is required to be included in the official submission document.
V. Proprietary Information
Because information received in response to this EOI may be business sensitive or proprietary to the responding party, respondents must mark information in their responses accordingly.
