Specifications include, but are not limited to:The Department of Transportation, Division of Local Government, Transit, is soliciting proposals for a Drug and Alcohol Specialist. The specialist will provide training and materials necessary to maintain an understanding of and advise 5311 subrecipients on the most recent FTA Drug and Alcohol regulations for 49 CFR Part 40 and Part 655. The contracted specialist will be expected to provide services to up to forty (40) 5311 subrecipients in rural cities and counties within the state of North Dakota. TASKS TO BE COMPLETED: Drug and Alcohol review for all designated 5311 subrecipients Coordinate with FTA and NDDOT Conduct on-site visits, mock audits / drug and alcohol program reviews - up to forty(40) subrecipients (are subject to changes based on need) After the initial round of site visits to all recipients the Specialist will continue to perform site visits based on need. Specialist will be available through mutual agreement to provide additional site visit review to any subrecipients that may need additional technical assistance as determined by NDDOT. Conduct follow-up reviews to insure recommendations made to correct policies are done appropriately and are effective. Conduct follow-up by phone, email and/or reports to insure all findings from the ongoing site visits are corrected by each of the 5311 subrecipients. Assist and coordinate the efforts made by NDDOT and the 5311 subrecipients to respond to drug and alcohol program compliance issues that resulted in findings by the FTA Audit Team documented during the drug and alcohol state audit. Conduct audits of Consortiums and Third Party Administrators (C/TPA). Train and provide technical assistance for all new grant subrecipients in the proper implementation and management of their regulated drug and alcohol program to insure compliance with the federal regulations. Review practices and verify credentials of service agents to insure compliance with the Federal guidelines for 49CFR part 40: Substance Abuse Professional (SAP) Specimen Collectors Screening Test Technician (SST) Breathe Alcohol Technicians (BAT)
