The Naval Air Systems Command intends to negotiate and award a sole source Firm-Fixed-Price (FFP) delivery order with Sikorsky, A Lockheed Martin Company, Stratford CT. This delivery order is for the modification of main gearbox main modules. Sikorsky will receive Government Furnished Property (GFP) Main Modules, remove the current sump from the asset and replace it with a sump containing ballistic coating, and return the Main Module to the fleet squadron. This recurring engineering will be for a quantity of five (5) Main Modules.
The authority permitting other than full and open competition is Title 10 USC 3204(a)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements.
This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
