This is Amendment 01 to RFQ NE-EB3000-23-00952
The purpose of this Amendment is to i) extend the quote due date, and ii) provide the Government responses to vendor questions regarding this RFQ.
- The due date for the RFQ has been changed from 5:00PM EST, August 23, 2023 to 5:00PM EST August 25, 2023.
2) The Vendor Questions and Government Responses are as follows:
Question #1) Since the performance specifications request USB power sensor support and a BNC port for a smart noise source, are those accessories needed? Ex NRP power sensor or FS-SNS smart noise source?
Government Response: We have the USB accessories already, so they are not needed with this purchase.
Question #2) How do you handle service enhancements such as warranty extensions and calibration plans?
Government Response: We have a calibration process in place so extended warranty and calibration services are not needed.
3) All other terms and conditions in the RFQ remain unchanged.
This acquisition is a Small Business Set-Aside for a Rhode and Schwartz Brand Name or Equal Spectrum Analyzer in accordance with the specifications set forth in the Statement of Need.
General Information and Instructions to Offerors
The Fairbanks Command and Data Acquisition Station (FCDAS) is a 24-7 satellite tracking station operated by the National Oceanic and Atmospheric Administration (NOAA) in support of NOAA environmental monitoring spacecraft. As part of its operations, FCDAS utilizes antenna systems capable of automatically tracking radio signals transmitted from these spacecraft.
Integral components of the antenna systems are calibrated spectrum analyzers. These antenna systems are part of the nation's Critical Infrastructure support system.
This is a requirement to purchase a commercial-off-the-shelf Spectrum Analyzer that will be used to test and analyze radio frequencies and intermediate frequency signals at the Fairbanks Command and Data Acquisition Station. The Government anticipates a Firm-Fixed-Price (FFP) contract. This procurement will utilize North American Industrial Classification System (NAICS) code 334515 – Instrument Manufacturing for Measuring & Testing Electricity & Electrical Signals.
This acquisition is a Small Business Set-Aside for a Rhode and Schwartz Brand Name or Equal Spectrum Analyzer in accordance with the specifications set forth in the Statement of Need.

The offeror’s quote shall be submitted no later than 5:00 PM Eastern Standard Time (EST) Wednesday, August 23, 2023. This notification, as well as any request for deviation of any term or condition provided herein, and questions concerning this RFQ, shall be submitted no later than 5:00 PM EST on Thursday, August 17, 2023 to the Contract Specialist and Contracting Officer via email and shall reference the RFQ number and the applicable attachment and/or section in question.
Contractors shall complete and submit provision FAR 52.204-24, 52.204-26, 52.212-3 and 52.209-11 before NOAA makes the award, if information differs from System for Award Management (SAM) representations and certifications.

-Purchase one (1) Spectrum Analyzer in accordance with the Technical Specifications detailed in the Statement of Need (SON).

Statement of Need
Scope of Work
Provide a commercial-off-the-shelf Spectrum Analyzer that will be used to test and analyze radio frequencies and intermediate frequency signals at the Fairbanks Command and Data Acquisition Station (FCDAS). Antenna components such as amplifiers, frequency converters and filters require periodic calibration and maintenance. A sensitive spectrum analyzer with the correct measurement options installed is required to simplify and standardize these operations.

- Must have both HDMI and DisplayPort video output ports (minimum of 1 each) on the rear panel
- Must have a color touchscreen interface 10-inches in size, or larger. Touchscreen must be capable of multi-touch control
- Must be able to be used on a test bench, and have the option to mount in a 19" equipment rack.
- Displayed Average Noise Level (DANL) at 1GHz must be equal to or lower than

- Must include a noise gain and a noise figure measurement capability

Other name brand equipment with equivalent specifications is acceptable.
Brand Name or Equal. When using an “Equal product” to substitute the requested brand name product, the offeror must include the following: (1) MFG name, (2) Part Number, (3) illustrations, and (4) literature or description to support equal product substitution in your RFQ submission. “Or Equal” quotations will not be considered without the manufacturer’s part number and specifications or detailed catalog excerpt. If you do not provide any comment, the Government assumes you are quoting on the manufacturer and part number as stated in the item description. Supplies are of domestic origin unless indicated otherwise.
Special Requirements:
Product offered must not be less than 1 year from manufacturer end-of-life support. Product offering must be a Commercial Off The Shelf (COTS) solution
Product must be complete and operational without the need to purchase additional software, licensing, or electronic components (besides those required to satisfy the specifications above).
