GENERAL INSTRUCTIONS
The proposal shall address and meet all tasks, requirements and services set forth in this solicitation in order to be considered acceptable. In addition, the following instructions establish the acceptable minimum requirements for the format and content of the proposal. The non-price factors are of equal importance, and when combined, are significantly more important than price.
Offer Affordability – The total estimated price range for this procurement is $630,000.00 – $650,000.00. The Government may select an offer for award with a price below, at, or exceeding this figure if it finds that offer provides the best value and funds are available.
Responses are due no later than August 24, 2023, at 2:00 p.m. Pacific Time and must be emailed to both Contract Specialist (CS), Rebecca Grams, at rebecca.grams@noaa.gov, and Contracting Officer (CO), Richard Barzaghi, at richard.barzaghi@noaa.gov. There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the Government. Your response shall be submitted electronically no later than the date specified above. When responding, please include RFQ 1305M323QNWWV0151 in the subject line.
Any questions related to this RFQ shall be submitted by email to both CS, Rebecca Grams, at rebecca.grams@noaa.gov, and Contracting Officer (CO), Richard Barzaghi, at richard.barzaghi@noaa.gov, no later than August 16, 2023, at 2:00 p.m. Pacific Time. The Government recommends that the Offeror ensures that questions are written to enable a clear understanding as to the Offeror’s issues or concerns with the referenced area of the RFQ. Answers will be provided to all eligible vendors as soon as practicable. Phone inquiries are not permitted.
If amendments to the RFQ are issued, the Offeror must acknowledge the amendments by signing the accompanying Standard Form 30 and returning the signed Standard Form 30 for all amendments issued with the Offeror's proposal submission. Failure to acknowledge all amendments issued by the Government may result in the proposal submitted in response to the RFQ being found non-responsive by the Government.
The Government will not provide reimbursement for any proposal preparation costs. The proposal must be prepared in three parts: A business offer, technical proposal, and a price proposal. Each of the parts shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. The technical proposal must not contain reference to price; however, resource information (such as data concerning labor hours and categories, materials, subcontracts, etc.), must be contained in the technical proposal so that the Offeror’s technical approach is sufficiently detailed to provide a clear and concise presentation that addresses all contract requirements and demonstrates a clear understanding of the requirements. Each volume shall be clearly marked by title and include the information identified in Section E of the solicitation.
