The solicitation number is 75H70723Q00133 and is issued as a Request for Quotes (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.

This requirement is a Set-Aside for Small Business and only proposals from qualified offerors will be considered. If IHS does not at least two offers that are reasonably priced offers from Small Business Firms, IHS will evaluate quotes and consider award to other small business concerns under the following 5-tier cascading set-aside:
First Tier: Small Business
Second Tier: Service Disabled Veteran-Owned Business
Third Tier: HubZone
Fourth Tier: Small Disadvantage Business
Fifth Tier: All Other Large Business Concerns.
Only one award will result from this solicitation.
