Combined Synopsis/Solicitation
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific Islands requires the purchase of six (6) Samson brand RP12 nylon mooring lines.
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number NM-AN2160-23-01510 is issued as a firm fixed price, commercial, request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.
(iv) The NAICS code for this acquisition is 314994 – Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills. This solicitation is being posted as a small business set-aside brand name requirement with a small business size limit of 1,000 employees. Offerors must be authorized to sell or distribute Samson products. This can be demonstrated with a letter indicating status from Samson, being listed on Samson's website as an authorized dealer/distributor, or an email from a Samson company official indicating status.
(v) Line items are as follows:
CLIN 1: Quantity six (6) new Samson brand RP12 nylon mooring lines, 1 5/8” diameter, 225’ in length with a 72” spliced eye at each end, Cor-Guard eye splice protection or better on each eye (Qty: 12), IFH Chafe-Guard w/grommets or better on each (8’ length) (Qty: 12), and eight (8) total Chafe-Pro FS mooring line protectors, size D, 10' long
(vi) Description of requirements for the items to be acquired: The NOAA ship Oscar Sette requires the procurement of six (6) Samson RP12 Nylon mooring lines that are 225 feet in length. All lines are 1- and 5/8-inch diameter. All lines spliced at both ends with a 6-foot eye.
Additional specifications are listed in the Statement of Need.
Quotes shall include shipping/freight cost to the delivery destination and whether they can meet the period of performance.

(xv) Offers are due 08/14/2023 at 1600 hours PST. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions.

This a brand name requirement. Only quotes for the specified products will be considered. Any quotes for other than the specified products will be considered as technically non-acceptable and discarded. The Buy American Act applies to this solicitation.
