THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO ELEMENTAL SCIENTIFIC, INC FOR PREPFAST MX AUTOSAMPLER
The Department of Defense (DoD), Washington Headquarters Services, Acquisition
Directorate, (WHS/AD) intends to award a sole source, firm-fixed price contract to Elemental Scientific, INC 7277 World Communication Dr, Omaha, Nebraska, 68122 (UEI: JLYFUUX627G6 CAGE: 3W1R1).
The mission of the Defense Prisoner of War (POW)/Missing in Action (MIA) Accounting Agency (DPAA) is to achieve the fullest possible accounting of all Americans missing as a result of our nation's past conflicts. The highest priority of the organization is the recovery and return of the remains of fallen service members to their families. DPAA has recently developed a series of forensic laboratory tests (“isotope testing”) for determining the geographic origins of unidentified remains. These tests will prove vital to resolving identity when common DNA sequences are shared between multiple persons, only partial DNA profiles can be obtained, no DNA results are available, etc. These tests will also serve to delineate U.S. remains from foreign nationals, allowing DPAA to focus efforts on the remains that will yield a U.S. identification. The Contracting Officer has determined that Elemental Scientific, INC has the capability to not only meet all salient requirements, but are the direct seller of prepFast MX auto-sampler, which is comprised of the following items:
Fluoronetics 4DXCi
prepFAST MX for Agilent ICP-MS
TuneSelect with LED display for Agilent ICP-MS
Enclosure for SC-4DX autosampler with ULPA filter
White Mobile Stand for SC-4 DXS prepFAST autosampler
On-site prepFAST SampleSense installation
Spares Kit for SampleSense FAST and prepFAST X/MX/MAX on Agilent ICPMS
This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.5 under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures. The NAICS code utilized for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing Small Business Size Standard of 1000 employees. This is a commercial item. The estimated amount for this procurement is under the Simplified Acquisition Threshold 90 days after Award delivery date.
This notice of intent is NOT a request for competitive quotations, however interested parties may identify their interest and submit a capability statement indicating they meet the same/similar curriculum identified above by 12:00 PM, EDT on July 19, 2023 to susie.m.lee3.civ@mail.mil and William.p.relyea.civ@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
