The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is requesting a Firm Fixed Price (FFP) quotation for the required ARCMaster FSM-100M Factory Fusion Splicers and required components in accordance with the attached combined solicitation/synopsis.
This requirement is being solicited on a sole source basis to AFL Telecommunication LLC, as concurred with by the NUWCDIVNPT Office of Small Business (OSBP). The basis of the determination to solicit on a Sole Source Basis is summarized as follows:
The required AFL splicer is compatible with NUWCDIVNPTS existing splicer program. Transferring to a different manufacturer will require another evaluation effort and the development of a new splicer program with no guarantee that low optical loss can be achieved. A cost estimate to evaluate another manufacturer’s splicer and develop a new splicer program would result in duplicative costs and unacceptable schedule delays. The current requirement represents NUWCDIVNPT’s splicer requirements for the next 20 years, it is not reasonable to conclude the duplicative costs of additional labor and material and schedule delays associated with testing other splicers will be offset by competition of current and known future needs
A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
