The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to the American College of Radiology, to provide training, administer the NIOSH B Reader Examination, and create a web-based study syllabus to increase the number of NIOSH certified B Readers and make the course and exam more accessible.
Currently, The National Institute for Occupational Safety and Health (NIOSH) provides the Study Syllabus for Classification of Radiographs of Pneumoconioses. The syllabus is accessible for free from the NIOSH website and includes practice radiographs and answer keys. However, NIOSH has received many complaints regarding the software and would like to improve the syllabus by eliminating the need to install software, radiographs, and classification forms. ACR is the only vendor who can provide these services because they already have created the software needed to put on a B reader course and exam, as they administered 2 exams in 2022 under a previous contract. The previous contract with ACR, permitted them to create the B reader exam using their own software and equipment.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government.
A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
