1. Purpose
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The 673d Contracting Squadron, Joint Base Elmendorf-Richardson (JBER), Alaska intends to award a firm-fixed price, sole-source procurement action to Evergreen Fire and Security, Inc. for the Access Control System (ACS) software upgrade to a stand-alone Lenel Access Control System and a new Intercom System under the authority of 10 USC 2304(c)(1).
This Sources Sought Synopsis (SSS) is pursuant to FAR PART 10 in support of Market Research being conducted by the United States Air Force to identify potential sources to perform ACS software upgrade to Lenel and determine if this effort can be competitive. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Government will use this information to determine the best future acquisition strategy for this procurement.
2. Program Information
11 ABN DIV HQ has a Monitor Dynamics (MDI) access control system with associated video and intercom subsystems that was partially upgraded in 2020. The electronic Access Control System (ACS) software and all related subsystems not upgraded in 2020 require upgrading to remain in a continuous operational status.
The ACS subsystems upgrade requires procurement and installation of a stand-alone Lenel ACS with integration into existing milestone CCTV system. This includes removal of existing MDI system and replacing all MDI DDC door controllers with Lenel 1320 Dual Door Controllers, replacing MDI UDC controllers with Lenel 4420 and two (2) Lenel 8800 star multiplexers.
The intercom system requires procurement and installation of a new intercom system with integration into existing ACS. This includes removal of the existing Linear Intercom system and replacing with two (2) AiPhone master stations and four (4) AiPhone video door station units.
3. Capabilities Description
The contractor must be capable to 1) procure of a standalone Lenel Access Control System with integration to existing milestone system and 2) procure, demo and the install a new Intercom System with integration into the existing ACS.
The contractor shall possess certified MDI ACS, Genetec CCTV, AiPhone and Lenel technicians to successfully perform the removal of existing MDI system and replace with Lenel ACS ensuring operability of all equipment associated with the 11 ABN DIV HQ Access Control System in use at Bldg. 1 JBER.
The proposed North American Industry Classification Systems (NAICS) Code is 561621 which has a corresponding Size Standard of $22M. The Product and Service Code (PSC) is J063.
