The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)’s Engineering Resources Branch (ERB)'s Pavement Resources Branch in Hanover, NH requires a Benchtop Thermal Conductivity Meter that is part of our laboratory materials analysis chain used to support construction materials research. The Benchtop Thermal Conductivity Meter shall be capable of measuring the thermal conductivity of soils, concrete, and insulation materials used in construction activities at low temperatures and be able to perform testing according to ASTM C518.
Please reference the attached RFQ for instructions and applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation. The following factors will be used to evaluate offers: ability to meet the required technical specifications and price. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest.
