The associated North American Industry Classification System (NAICS) code is 334519 – Other Measuring and Controlling Device Manufacturing which has a size standard of 500 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) requires the procurement one (1) Split Hopkinson Pressure Bar (SHPB) instrument for studying the dynamic tensile strain response of materials at cold temperatures. The purpose of this procurement is to obtain a SHPB to measure the cold materials properties of materials at high displacement rates particularly measurements on the temperature dependent failure mechanisms in cementitious and metal composite materials.
Please reference the attached RFQ for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers: the capability to provide the requested supplies meeting all technical specifications and price. Award will be made to the offeror whose quote represents the lowest price technically acceptable (LPTA) offer.
