E.1 STATEMENT OF REQUIREMENTS This requirement uses a Brand Name or Equal description of the product required. This permits prospective contractors to offer products that are considered equal and that meet all the Salient Characteristics noted below. Offerors of equal products shall include brochures/descriptive literature which clearly defines the equal products characteristics for the offer to be considered. Any information submitted by an offeror for consideration will not be returned and will remain the property of the VA. All costs associated with submitting the above are the responsibility of the Contractor and all information provided must be submitted to the Contracting Officer. Back Ground Information The Department of Veteran Affairs (VA), consolidated Mail Outpatient Pharmacy (CMOP) is a fulfillment program for outpatient pharmaceutical and Med/Surg supplies. As such, CMOP uses shipping containers daily for shipping necessary medical supplies and pharmaceuticals directly to the patient s place of residence. The shipping containers requested in this procurement are for the uninterrupted source of supply to support the Tucson CMOP operations mailing of Temperature Sensitive Pharmaceuticals . Requested item: Small Insulated Shipping Container Boxes: Salient Characteristics Overall size dimensions is Length 11-1/2 Width 10 Height 7 Inside Dimensions: Length: 9 ¼ Width: 6 5/8 Height: 4 3/4" Kraft board grade 200b dc with a weather resistant type adhesive and a tear away zipper (1/2w in x7 1/2l in) located on top of the box with 1" double sided tape. Must be able to keep temperature within box at a mkt (mean kinetic temperature) at or below 45 degrees farenheit/8 degrees celcius for a minimum of 48 hrs. Insulation mounted/placed in box. Refrigerate Upon Arrival" stenciled in bold black ink "1" tall letters placed on the top of the box 3/4 in above the tear away zipper. Printed on the tear away strip Pull Open with arrow pointing to strip. Paper on the strip must be easily removed for box sealing. Recyclable/bio degradable insulation material. Boxes need to be: Shipped with all flaps folded into place. NOT shipped stacked inside each other The bottoms of the box taped, sealed, and ready for shipment. Pallets must be 40 x 48 not to exceed 238 containers per pallet. They must be kitted boxes Must be secured with corner boards and completely stretch wrapped to the pallet. Due to the temperature sensitivity of the Pharmaceuticals associated with this requirement, the CMOP must be given 90 days notice of any changes or updates in material or composition of the box in anyway shape or form that could impact the ability of the mailing boxes to meet the technical acceptability as set forth in this Statement of Requirements.
