SOURCES SOUGHT (MARKET SURVEY):
The National Park Service (NPS) is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey.
Perry¿s Victory and International Peace Memorial Park requires a reproduction of a late 18th- early 19th century Royal Navy 1.5- pounder swivel gun with bronze tube and implements that will add to the continued operation of the park¿s artillery interpretive program as part of the Historic Weapons Program.
Under this procurement the contractor shall complete the following tasks and requirements:
Reproduction late 18th- early 19th century Royal Navy 1.5- pounder swivel gun, provincial marine version with bronze tube. Production should include all implements necessary to safely and properly fire the cannon, including a thumbstall, vent brush, 2 vent pick, 2 sponge/rammers, and 2 worms.
Manufacture of the gun will follow the Specifications for Reproduction Bronze Cannon Used in National Park Service Historic Weapons Demonstrations.
End result should be a product capable of live-firing and blank firing.
Basis of evaluation: Per FAR Part 13.106-2(b) evaluation will be conducted by comparative evaluation of offerors. The overwhelming factor is adherence to the attached specifications. This oral solicitation is not stating nor required to state the relative importance assigned to each sub factor (FAR 13.106-1(a)(2)).

Perry¿s Victory and International Peace Memorial¿s Historic Weapons Program is very activie with small arms and the park¿s reproduction 32-pounder carronade and would like to add a 2nd artillery piece to their roster of historic weapons to better tell the story of the Battle of Lake Erie and the War of 1812 in general. The addition of a bronze naval swivel gun will significantly add to the interpretative programs that PEVI offers. This is because the swivel gun will use far less powder than carronade, be smaller in size and use a smaller crew to demonstration. The size and crew needed will also make it easier to transport the gun for static display or off site firing demonstrations. Historically swivel guns were used several ways during battle. They could be carried by marines to the fight tops to clear enemy decks of personel. They could be mounted on the bulwarks of a vessel. And finally, they could be mounted in row boats.
The NAICS code for this project is 332994 Small Arms, Ordnance, And Ordnance Accessories Manufacturing with a small business size standard of 1000.
Contractor must be registered as a small business under the listed socio-economic categories in SAM (System for Award Management) under NAICS code 332994 to be considered/confirmed.
This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation.
