This Sources Sought notice is being issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ, in the future. No formal solicitation for this requirement exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine the appropriate procurement strategy, in particular, whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a contract and will not pay for any information or administrative costs incurred in response to this notice.
The anticipated North American Industry Classification System code is 339999, All Other Miscellaneous Manufacturing, with a small business size standard of 500 in number of employees. Product Service Code 5660, Miscellaneous Construction Materials.
The Bureau of Reclamation, Lower Colorado-Basin, Yuma Area Office (YAO), has a requirement to purchase insulated metal roofs and insulated liners.
4¿ insulated metal roof with the dimensions of 18¿ 2¿ L x 15¿ 8¿ W, per design, totaling 288 sq ft per building. The roof must have a radiation rating of no less than R-25. If only panels are offered, then total must meet coverage requirements when assembled. Quantity of 12 buildings. Must include metal fascia trim all around. Must include fasteners. Include any other accessories as required for warranty.
2¿ insulated liners that must cover four walls with dimensions of 13¿ 5¿ W x 11¿ H, totaling 594 sq ft per building. The liners must have a radiation rating of no less than R-5.7. If only panels are offered, then total must meet coverage requirements when assembled. Quantity of 12 buildings = 7,128 sq ft. Must include installation hardware. Must include fasteners. Include any other accessories as required for warranty.
All roofs must come pre-assembled, or pre-cut to be assembled on site, without the need for special tools. Roof insulations should not be exposed unless metal fascia trim is provided all around. All roofs and liners must include the required installation hardware and any other accessories, as required for warranty.
All roofing and liner materials shall be delivered to the Yuma Area Office.
Capability statements are to be submitted no later than April 24, 2023. All responses to this notice shall be submitted to Jennifer Garcia via e-mail to jgarcia@usbr.gov. Include the reference number 140R3023Q0027 in the subject line.
The capabilities package should include the following information:
1. Provide business name, Unique Entity ID, address, point of contact to include e-mail address, telephone number and website if applicable.
2. Statement whether the firm manufacturers the end product or not.
3. Identify if the product is American made or not.
4. Business size and type (8(a), HUBZone, Indian Small Business Economic Enterprises, Service-Disabled Veteran-Owned, Small Business, Women-Owned Small Business, Large Business, etc.).
5. Customary lead times for these types of items. Any known or foreseeable issues with manufacturing these types of items.
6. Demonstrate the firm's capability and experience by providing a list of projects completed where the work involved similar contracts in the past five years, and in which your firm performed the work. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, prime/subcontractor, location, and the customer's contact name and phone number for the work completed.
When it is determined that a formal solicitation will be issued, the solicitation will be posted on Contract Opportunities at sam.gov website at http://sam.gov/.
