NETWORK TO FREEDOM WAYSIDE EXHIBIT PROJECT
DESIGN, FABRICATE AND DELIVER PANELS & HARDWARE TO GULF ISLANDS NATIONAL SEASHORE
The National Park Service has a requirement for design, fabrication, and delivery of the Underground Railroad Network to Freedom waysides exhibits. The West MABO request pricing, availability and technical capability quotation or offer from responsible Small Business concerns. SET-ASIDE: 100% Small Business under NAICS code 339950 and size standard: 500 Employees. All response timely received shall be considered for award. Evaluation of offers shall be in accordance with the provision FAR 52.212-2 and criteria contained in the solicitation. Technical capability will be evaluated by how well the proposed products or services meet the Government requirement. Predetermined subfactors for technical capability not applicable when the solicitation adequately describes the intended use of the commercial product or commercial service. A technical evaluation may include examination of such things as product or service literature, product samples (if requested), technical features, and warranty provisions.
PURPOSE: This project is to design, fabricate and deliver accessible Wayside Exhibits to Gulf Islands National Seashore.

SPECIFICATIONS: double-sided UV-protectant-coated aluminum or fiberglass wayside sign panels 0.125" thick, and associated HARDWARE as specified below.

Each Network to Freedom wayside may include a braille description on the panel and an audio description to meet accessibility requirements (Optional, separately price items if awarded) to meet program requirements and budget.
The following deliverables are required for the completion of this project:
- Design and fabrication of 8 waysides
- Design and fabrication of 2 pieces of hardware
- Audio descriptions for 8 waysides (Optional, separately price items if awarded)
- The contractor shall provide an interpretive media data inventory, photographs, and in-kind replacement value for every installed exhibit component. The data inventory spreadsheet shall be government-furnished to the contractor at the post-award.
- Warranty contract
- Cost estimate to replace each component, hardware, and wayside panel.
A production budget of $25,000 NTE is anticipated by NPS for this Underground Railroad Network to Freedom waysides exhibit project.
INSTRUCTIONS TO OFFERORS on Submission of offers are included in FAR provision https://www.acquisition.gov/far/52.212-1 Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449 or letterhead stationery. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
